License Application Procedures


All operators of remote gaming in or from Malta must possess a valid license of the relevant class as outlined previously. The Application process with LGA is divided in three main stages that include the following:

Stage one - LGA carries out fit and proper probity checks on individuals and corporate entities that have at least 5% holding or ultimate holding in the applicant entity and a business plan review.

Stage two - LGA carries out a and technical ability assessment by reviewing documents submitted by the applicant at this stage which documents typically include: policies and procedures, system and application architecture of the control system, rules and conditions of the games, terms and conditions and agreements with third party service providers. Upon successful completion of this stage the LGA issues a Letter of Intent (LOI) which is a six months temporary license.

Stage three - an operator is expected to go live once the LOI is received. Prior to going live the operator has to appoint a key official who must be a director of the company and resident in Malta. In stage 3, once the operator has gone live, the LGA appoints a certifier to carry out compliance system review of the live system of the operator. Certification is based on ISO 27001 standard.
